Pennsylvania Leads U.S. Gambling Revenues, Powered by Online Casino Surge

Online gambling led Pennsylvania’s record ~$6.4B in 2024–25 gaming revenue—driving ~$2.8B in taxes—as online casino games jumped 27% to $2.48B, online sports wagers rose to $8.7B (yielding $487M in taxes), and retail casinos were flat.

Year-end data from the Pennsylvania Gaming Control Board show that online gambling leads in revenue for the Commonwealth’s casino returns. 

In the 2024-25 fiscal year, legalized gambling brought in roughly $6.4 billion in revenue. According to the agency’s annual report, $2.8 billion was generated in tax revenue for Pennsylvania. 

Traditional casino operations showed stagnant revenue. The state has 17 licensed retail casinos that saw a contraction of less than 1% in their revenue and tax numbers. They brought in $1.5 billion in taxes on about $3.37 billion in total revenue. 

Online gambling, on the other hand, brought in the most money. There are 11 online sites available for Pennsylvanians to gamble online. 

The amount wagered online on sports increased by almost 7% from the prior fiscal year to $8.7 billion. This translated to $487 million in tax revenue for the state. The report shows that sports betting, combined with online gambling, has increased the state’s gaming revenue by nearly 140% over the past six years. 

Online casino-type games saw revenue growth of 27%, bringing in $2.48 billion. The state took around $1.1 billion in taxes. 

The largest online gaming operator in Pennsylvania is Hollywood Casino at Penn National Race Course. It brings in $936 million alone in online gambling revenue. Its license carries Pennsylvania operations for DraftKings, BetMGM, ESPNBet, and Fanatics. 

Truck stop gaming terminals also saw a revenue increase amounting to $41.4 million earned in total. 

According to the report, revenues across the state increased by 8.5%.
